1.0 INTRODUCTION Space mean speed is defined as the average speed of all vehicles occupying a given section of a road over a specified time period. Space mean speed is required in order to compute the accuracy of travel times. 2.0 OBJECTIVE The objective for this test is to conduct the space mean speed by using a method of License Plate Matching Technique. 3.0 THEORETICAL BACKGROUND The license-plate method requires the observers be positioned at the beginning and the end of the test section. Observers can be positioned at the other locations if the elapse time to those location are required. Each observer records the last three or four digits of the license plate of each car that passes together with the time at which the car  passes. The reduction of the data is accomplishes in the office by matching the times arrival at the beginning and the end of the test section for each license plate recorded. The difference between these times is travelling time of each vehicle. The average of these is the average travelling time on the test section. 4.0 APPARATUS AND PROCEDURES 4.1 APPARATUS 1.   Stop Watch 2.   Clip board and fill data form 3.   Distance Measurement Wheel 4.   Safety vest  4.2 PROCEDURES 1. A straight path was found at the main road. 2. The checkpoints were designated which is Checkpoint A at the beginning and Checkpoint B the end. 3. The length was measured of the route by using distance measurement wheel. 4. The time taken was took for a car to passing checkpoint B from checkpoint A using the stop watch. 5. The license plate was recorded as many as you can. 6.
